PARRA Distances Itself from KOSRA’s Proposed Section 139 Intervention in Ndlambe Municipality

For immediate release:

The Port Alfred Ratepayers and Residents Association (PARRA) wishes to place on record that it is not associated with, nor supportive of, the proposed action by the Kenton-on-Sea Ratepayers Association (KOSRA) to institute a Section 139 intervention against Ndlambe Local Municipality.

PARRA is an independent civil society organisation that represents the interests of its members across the Port Alfred, Ndlambe region. While we share many concerns regarding governance, service delivery failures, and financial management within Ndlambe Municipality, PARRA has not been consulted on, nor has it endorsed, the approach proposed by KOSRA.

PARRA believes that any invocation of Section 139 of the Constitution is a serious and far-reaching measure that must be carefully considered, procedurally sound, and based on a clear legal and factual foundation. Such action should not be undertaken without broad stakeholder engagement and a thorough assessment of potential consequences for residents, municipal staff, and service continuity.

Our organisation remains committed to:

  • Lawful, transparent, and accountable governance;
  • Constructive engagement with authorities where possible;
  • Evidence-based advocacy grounded in due process and administrative justice.

PARRA will continue to pursue its objectives through independent legal and civic channels, and will communicate directly with its members and the public regarding any actions it undertakes in its own name.

We respectfully request that PARRA not be referenced, implied, or associated with any initiatives, correspondence, or legal processes relating to the proposed Section 139 intervention unless explicitly authorised by our Executive Committee.
